Rail Project - Prolongation Cost Claim

The Marmaray Project in Istanbul, a landmark initiative by the Transport Ministry’s Directorate of Railways, Harbours & Airports Construction (DLH), represents a significant advancement in urban transportation. The project, valued at €932.8 million, involves the reconstruction of existing railway lines to integrate with the cross-Bosphorus immersed tube tunnel and the installation of advanced signalling and automatic train protection systems over the entire route.

 

Our engagement in this project was a testament to our expertise in handling large-scale infrastructure developments. The project scope included the upgrading of 63 km of existing railway on both the Asian and European sides, connecting with the 14 km cross-Bosphorus link to create a 77 km cross-city commuter corridor. This corridor, extending from Gezbe to Halkali, includes the laying of a third track beside the existing double-track route for inter-city and freight services, complete renewal of overhead electrification, signalling, and the construction of 40 new and upgraded stations, control centres, stabling yards, and maintenance facilities.

Robust Expert Services Ltd played a pivotal role in preparing prolongation cost claims for one of the contractor joint venture members. This involved leveraging the recent supplementary agreement with the client, the previously submitted extension of time (EOT) claims, and audited accounting data. The contract, based on the FIDIC Silver Book, had a total claim amount of approximately €8 million.

Our responsibilities encompassed preparing templates for accounting personnel to form prolongation cost data and providing essential guidance on extracting relevant data from the existing accounting systems. Our involvement in numerous meetings with the contractor’s accounting personnel underscored our commitment to ensuring precise and justified cost management.
